Business on the Atlanta BeltLine: Earl’s Bike Shop

Earl’s Bike Shop is a small, family-owned and operated BeltLine business located in the northwest quadrant of the BeltLine Planning Area. Die-hard cyclist Earl Serafica never intended to own a bike shop, yet when the opportunity presented itself after years of managing a bike shop, it seemed like the logical next step. Anchored in the belief that cycling can positively enhance peoples’ lives, Earl’s Bike Shop provides a fun, welcoming atmosphere where newsbies and experts can get their bike needs met and meet other like-minded souls for organized group rides around ATL.

Atlanta BeltLine Chappell Road Redevelopment Plan Update

Atlanta BeltLine, Inc. (ABI) has launched the community engagement process for the redevelopment of the BeltLine-owned 425 Chappell Road site, the largest piece of property owned by ABI to date. The site sits adjacent to an additional 30 acres of property owned by the City of Atlanta. Between ABI’s site, 30 acres of adjacent land owned by the City of Atlanta, and Maddox Park, there are more than 60-acres of publicly-owned land in this area. ABI is actively coordinating planning efforts with the City of Atlanta and to identify which parcels may be available for redevelopment.

The vision for the site includes dense, mixed-income and mixed-use development, creating retail and housing options for the historically underserved Bankhead/Historic Westin Heights neighborhood. This site represents a tremendous opportunity to partner with the City of Atlanta to create a catalytic development for the neighborhood that could fill community needs, while helping to catalyze other economic development opportunities for the area.

BeltLine officials held a virtual community engagement meeting April 24, 2023, to review plans for the site, discuss current development conditions, and share next steps for community conversations as part of creating a master redevelopment plan for the site and adjacent City of Atlanta properties. Prior to this meeting, a Stakeholder Advisory Committee convened to review plans and next steps for the site.

ABI’s 31+ acre property was acquired in 2021 as part of the BeltLine’s land acquisition strategy to support equitable development within the BeltLine Tax Allocation District (TAD). The land purchase is part of the BeltLine’s strategy to control land and work with developers to create thoughtful projects with long-term affordable housing, affordable retail spaces and sustainable land use, all sparking job and small business growth. The project advances the BeltLine’s goal to assist in the creation and/or preservation of 5,600 affordable housing units by 2030.

The regionally significant Chappell Road site is poised to have a profound, positive impact on affordability and job creation in the area. This site also represents a tremendous opportunity to partner with the City of Atlanta to create a significant mixed-use, mixed-income, multimodal development in this neighborhood.

Situated in the Bankhead/Historic Westin Heights neighborhood and adjacent to the Grove Park neighborhood, ABI’s site at 425 Chappell Road is located approximately half a mile from the Bankhead MARTA station, with potential for great connectivity. It sits near a planned segment of the Atlanta BeltLine Westside Trail (currently under construction), south of both Maddox Park and Westside Park, and is close to the Proctor Creek Greenway.

MARTA is also planning a large Transit-Oriented Development at the Bankhead station.

The Chappell Road site is part of the BeltLine’s Subarea 10 Master Plan and several enhancements and improvements are envisioned for the site, including:

  • Increasing park space near Maddox Park
  • Adding dense mixed-use development
  • Improving pedestrian and bicycle access
  • Evaluating a connector trail along North Avenue east of the BeltLine and North Avenue west of the BeltLine
  • Creating mixed income housing and a mix of owner-occupied and rental housing to provide more options for subarea residents of varying ages and income levels

Brock Built Homes and their affiliated companies sold the Chappell Road property to the BeltLine for $25.6 million, 30 percent below their last appraised value. The reduction in the sales price is a donation from the Brocks to further the goal of an affordable and inclusive Atlanta. Financing of the acquisition was made possible through Atlantic Capital Bank, now South State Bank.

This site is in an area with challenges. It has been lagging in growth, with low-density residential, and 98 percent of residents commuting to work outside the area. A recent study commissioned by ABI found that the median household income in the area is less than $35,000 a year, which is about half of the city’s median household income.

The is characterized currently by low foot traffic, a lack of connectivity, few living wage jobs, and sparse catalytic developments. Working with the City of Atlanta will unlock the potential for this and surrounding properties.

The BeltLine works closely with multiple partners to achieve affordable housing goals and provides capital to development projects through the Atlanta BeltLine Affordable Housing Trust Fund and the BeltLine TAD Excess Increment fund, both of which are administered by Invest Atlanta.

Southside Trail – Segments 4 and 5 Officially Close for Construction

As of May 22, 2023, the Southside Trail between Glenwood Avenue and Boulevard will be closed for construction. The contractor, Reeves Young, will bring in their trailers, start erosion control, and place construction fencing. Suggested detour routes are below and will be posted along the trail access points. Construction is expected to be completed in the spring of 2025.

Segments 2 and 3 – the unpaved portion between Boulevard and University Avenue at Pittsburgh Yards will remain open for use until construction starts, which is anticipated in early 2024.

Fiber relocation work impacted the construction mobilization for segments 4 and 5 of the Southside Trail. Cutovers from old to new fiber required scheduled outages of service between several entities and could only take place over the weekends. Due to unforeseen circumstances, planned cutovers required rescheduling. Reeves Young proceeded with material orders and other mobilization activities in order to quickly get into full swing in May, and at this time the completion date of the project has not been extended.

Andrew Young Mural Unveiled on the BeltLine

Ambassador Andrew Young and nature are the focal points of the Atlanta BeltLine’s newest murals. Initiated two years ago by Carolyn Young, the wife of the U.S. Ambassador to the United Nations, Congressman, and former Mayor of Atlanta, the mural project was completed by the Fulton County Youth Commission (FCYC) and artists Petie Parker and Victor Walker as part of an Earth Day celebration. Ambassador Young has been a long-term advocate for sustainability and environmental justice.

“This mural represents the life, struggle, and impact of Andrew Young and giving him his flowers for the path and legacy he has created,” shared Petie Parker, artist of the Andrew Young Mural.

Ambassador Young gathered with close family and friends on the Atlanta BeltLine Westside Trail for the unveiling. The intimate gathering included four former mayors: Bill Campbell, Shirley Franklin, Kasim Reed, and Keisha Lance Bottoms. Clyde Higgs, President and CEO of Atlanta BeltLine, Inc., and artist Killer Mike were also present.

The Andrew Young Earth Day Mural is part of an initiative entitled Affirmations Across Atlanta, in partnership with the B-Aware Foundation, a Fulton County Arts and Culture grantee. Affirmations Across America aims to combat negative messaging with positive visuals and affirmations to include supporting climate and environmental causes. Several youths from the FCYC worked with the artists in painting the Andrew Young mural and the Earth Day mural which flank each side of the Westside Trail near Rice Street NW.

“Art will take you wherever you want to go,” Killer Mike said to the students during the unveiling.

“Thank you, Andy, for the example you that you have set to black children in this city. Thank you for showing us what education, what patience, what grace, what forgiveness will give, because it gave us an opportunity,” he added.

“We were created to create so let’s create a sustainable environment so that we can continue to create our future,” said Victor Walker, artist of the Earth Day Mural.

The mural was made possible by the B-Aware Foundation, Global Paint and B.A.M Creative with the support of the Atlanta BeltLine.

Affordable Living in the Heart of the City

At 55 Milton and similar apartment communities along the Atlanta BeltLine, Atlanta residents like Amei can afford to live in a beautiful apartment intown, close to work and amenities.

Amei says she saves money with a much shorter commute to work, walks to her dance class and gets groceries at the local farmer’s market. Best of all – no roomie needed. For the first time, she has a place all to herself.

With developments like 55 Milton in the Peoplestown neighborhood, Atlanta BeltLine is keeping its promise to preserve or create 5,600 units of affordable housing by 2030.

55 Milton is a new apartment community with beautiful amenities right on the BeltLine, where all 156 units are dedicated affordable housing. With one-, two- and three-bedroom units, the community opened last year thanks in part to a $2 million investment from the Atlanta BeltLine Affordable Housing Trust Fund.

Through strong partnerships with the city, community and key partners, Atlanta BeltLine can help families earning between 50%-70% of Area Median Income (AMI) find affordable apartments with modern features, in neighborhoods close to jobs, schools, public transportation and the benefits of intown life.

Atlanta BeltLine has a goal to tell 5,600 stories like Amei’s by keeping its promise to build and protect affordable housing.

Atlanta BeltLine Design and Construction Updates: April 2023

Below you will find recent updates and photos of each of our Atlanta BeltLine projects in construction or design along with links to get more general information about each project. Additionally, you can explore current design and construction projects via map and list view here. These projects play a pivotal role in furthering the Atlanta BeltLine vision to be the catalyst for making Atlanta a global beacon for equitable, inclusive, and sustainable city life. 

 

Atlanta BeltLine design and construction updates - April 2023

Northeast Trail

  • Northeast Trail – Segment 1: A 100% design package has been received for this segment. The trail runs from the northern end of the Eastside Trail to Westminster Drive with a portion through Piedmont Park. The BeltLine continues to work alongside Piedmont Park Conservancy, City of Atlanta Parks Department, and Atlanta Department of Transportation. Construction is out for bid, and work is expected to start by early summer.  The schedule to complete construction is approximately 12-18 months.
  • Northeast Trail – Segment 2: Repair work on the timber bridge is now complete, the trail is poured on the bridge, and work is moving to the wing walls. The planting of grass and shrubs will continue this spring. A final GDOT permit has been received, allowing all work along the Buford-Spring Connector bridge crossing to move forward. This construction work is currently scheduled to be completed in the fall of 2023, with final landscaping to follow in late 2023 and early 2024.
  • Northeast Trail – Segment 3: ABI is coordinating engineering reviews required for a bridge crossing over the CSX railroad. ABI has also coordinated with the Department of Watershed Management and the Brookwood Hills neighborhood regarding the Brookwood Hills Conservation Easement that the mainline trail will be passing through. Investigative work to identify the location of a sewer main line will be in progress soon, as well as geotechnical related boring work for future bridge structures.

Eastside Trail

  • Ponce de Leon Avenue Streetscapes: The Ponce streetscape project will provide an improved pedestrian and bicycle connection along Ponce to the BeltLine running from Boulevard to Freedom Parkway. JHC, the project contractor, is moving west on the north side of Ponce from Freedom Parkway. This is an 18-month schedule, and the contractor is approximately 35% complete with the work. Work is expected to be completed in the second quarter of 2024. Weather delays (rain) have added about 60 days to the project schedule duration. Updates are posted at www.beltline.org/ponce.
  • Reynoldstown Community Space: Construction has begun on the community space in Reynoldstown on the Eastside Trail, just north of Memorial Drive, and is on track to be completed by June. Envisioned as a long-term cultural landmark and community amenity, the space will feature monumental sculptural forms that serve as both public art and seating and as a component of the performance venue when activated.

Southside Trail

  • Southside Trail – Segments 2 – 3: The construction of Segments 2 and 3 is on track to bid for construction in September 2023, contingent upon federal review and release. This segment is tied to federal dollars and the federal construction process.  Fiber relocation work will begin this summer, to move telecommunication lines out of the way of construction activities. Much of the fiber relocation work has already been completed as a part of the Southside Trail 4+5 project.
  • Southside Trail – Segments 4 – 5: The trail is anticipated to close down for construction in May, at which time Reeves Young Construction will begin work. The trail closure is dependent upon finalizing the pulling of new fiber cables and moving communications traffic over to the new fiber. The cutover from old to new fiber requires a scheduled outage of service between several entities and can only take place over a weekend. Due to unforeseen circumstances, planned cutovers have required rescheduling. We will keep our community members informed as soon as we have a confirmed timeline on when that work is complete and the trail will close. In the interim, Reeves Young is proceeding with material orders for long lead time items required to construct the project.

Westside Trail

  • Westside Trail – Segment 4: This last major, 1.3-mile section of the Westside Trail is under construction. The unpaved trails by Washington Park closed in March. This segment begins at the current Westside Trail terminus near Lena Street and Washington Park and extends north to Law Street where the trail ties into the Westside BeltLine Connector and the completed Westside Trail – Segment 3. This project is expected to be complete in summer of 2025.
  • Details on this Westside Trail segment can be found in our design and construction updates section for Segment 4.
  • Ralph David Abernathy Access Point (at Westview) This project will provide a new access point to the Westside Trail, with a new protected crossing across Ralph David Abernathy and a ramp and stair connection to the BeltLine. A landscaped plaza is also part of the design. The GDOT permits have been received and ABI has posted this bid for construction,  with a bid award anticipated in May.
  • Ralph David Abernathy Complete Streets: This is a streetscape improvement project in the heart of the business district.  The project is approximately 800’ in length and includes parking protected bicycle lanes. The GDOT permits have been received and ABI is planning to bid this work for construction in June with a bid award in August.

Northwest Trail

  • Northwest Trail – Segment 1: This section of trail is 0.8 miles in length, beginning at the western edge of Peachtree Parks Apartments and running south along Peachtree Creek. Design is 30% complete, with 60% design expected by this summer.
  • Northwest Trail – Segment 2: This segment begins at the corner of Bobby Jones Golf Course and travels east along Colonial Hills Circle for 0.7 miles. Survey and other fieldwork is in progress and is expected to be complete by the end of March, with 30% drawings expected to be complete by the summer.
  • Northwest Trail – Segment 3: This section of trail begins at Trabert Ave near Monday Night Brewing’s parking lot and ends after crossing under I-75 at Tanyard Creek, for a total length of 1.2 miles. Design drawings are expected to be 30% complete by June.
  • Northwest Trail – Segment 4: This 0.9-mile-long trail begins at English and Culpepper and ends at the parking lot of Monday Night Brewery at Trabert. Survey and field work is complete on Segment 4, and early design work is in progress, with 30% drawings expected in fall of this year.
  • Northwest Trail – Segment 5: This trail section begins at the intersection of Marietta Blvd and Huff Rd, traveling to Ellsworth Industrial and English Street for a total of 0.7 miles. Design is 90% complete, with final 100% drawings expected this month. Real estate work is currently underway to purchase the right-of-way needed to construct the trail. The final closing dates will drive the timing of when this project is posted for construction. The Invitation to Bid will likely post between summer and fall of this year, possibly earlier.

Great Outdoors Day on the Atlanta BeltLine

From the Okefenokee Swamp to Piedmont Park, from the Blue Ridge Mountains to the Atlanta BeltLine, Georgia and Metro Atlanta are filled with awe-inspiring outdoor spaces and diverse local wildlife.

Join the Atlanta Beltline, the Georgia Department of Natural Resources, Georgia Forestry Commission, City of Atlanta Department of Parks & Recreation and conservation organizations on Saturday, May 6th for a celebration of these incredible natural spaces and how communities and wildlife coexist within them.

Where: Activity field next to Historic Fourth Ward Skatepark, adjacent to Atlanta BeltLine Eastside Trail, 830 Willoughby Way NE, Atlanta 30312

Great Outdoors Day will feature interactive exhibitions from the Georgia Department of Natural Resources, including live wildlife, archery, Gateway to Fishing casting lessons, and numerous other family-friendly activities highlighting outdoor activity and local wildlife. Between demonstrations, stop by booths for information on fun summer activities.

Atlanta conservation organizations, such as Trees Atlanta, The Nature Conservancy, and Greening Youth Foundation,  will also be in attendance to share the work local groups are doing to protect our air, water, land, and wildlife.

BeltLine celebrates groundbreaking of two new trail segments

The Atlanta BeltLine has been moving full steam ahead, breaking ground on two new segments of the 22-mile loop in less than two weeks.

Atlanta Mayor Andre Dickens, Atlanta BeltLine, Inc. leaders and community members broke ground on 1.2-miles of the BeltLine’s Southside Trail on March 13, 2023. Known as Segments 4 and 5, the new paved trail will connect the Glenwood Park and Grant Park neighborhoods, from Glenwood Avenue to Boulevard.

“The next expansion of the Southside Trail is a significant move towards a more connected and thriving Atlanta,” said Mayor Dickens. “This 1.2-mile segment will provide safer and more accessible routes for residents, students and visitors alike, linking communities to job centers north and south of I-20.”

The Southside Trail expansion will provide nearly 5 miles of multi-use trail stretching from Piedmont Park to Boulevard and create safer routes to schools for students and families at Parkside Elementary and Maynard Jackson High School.

Then on March 23, 2023, Mayor Dickens, Atlanta BeltLine leaders and community members broke ground on the 1.3 mile stretch of the BeltLine’s Westside Trail connecting Washington Park to Bankhead / Historic Westin Heights. 

 The Westside Trail – Segment 4 starts at the western boundary of the Washington Park neighborhood, founded 100 years ago as a trailblazing Black suburb and the proud home of Atlanta’s first greenspace that provided key recreational amenities for an African American community. The park is a vital component of the Atlanta BeltLine’s “emerald necklace,” a network of public greenspaces connected by the BeltLine.

Once Segment 4 is finished, the Westside Trail will represent the longest continuous section of paved trail along the BeltLine. People will be able to travel 6.5 miles on paved trails from Pittsburgh Yards in the southwest to Huff Road in West Midtown to the northwest and to downtown Atlanta, going through some of Atlanta’s most historic neighborhoods.  

“With the Westside Trail, we’re creating a brighter tomorrow for all who call Atlanta home,” said Clyde Higgs, president and CEO of Atlanta BeltLine, Inc. “It’s an important part of our 22-mile trail network, and we’re excited that our vision is coming to completion. We estimate the BeltLine will be 80 percent completed or under construction in the next two years.”

Progress will continue to ramp up with several more groundbreakings slated to take place this year, including Northeast Trail – Segment 1. The final portion of the Southside Trail, Segments 2 and 3, will be bid for construction this fall.

To date, 9.3 miles of the 22-mile BeltLine mainline trail loop are complete. In addition, 10.3 miles of connector trails have been completed that tie directly into current and future segments of the BeltLine mainline trail. Construction on Southside Trail – Segments 4 and 5 is expected to be complete in the spring of 2025 and construction on Westside Trail – Segment 4 is expected to be complete in the summer of 2025.

Atlanta BeltLine Design and Construction Updates: March 2023

Below you will find recent updates and photos of each of our Atlanta BeltLine projects in construction or design along with links to get more general information about each project. Additionally, you can explore current design and construction projects via map and list view here. These projects play a pivotal role in furthering the Atlanta BeltLine vision to be the catalyst for making Atlanta a global beacon for equitable, inclusive, and sustainable city life.

Northeast Trail

  • Northeast Trail – Segment 1: A 100% design package has been received for this segment. The trail runs from the northern end of the Eastside Trail to Westminster Drive with a portion through Piedmont Park. The BeltLine continues to work alongside Piedmont Park Conservancy, City of Atlanta Parks Department, and Atlanta Department of Transportation. Construction is expected to bid this month and start by early summer.  The schedule to complete the project is approximately 18 months.
  • Northeast Trail – Segment 2: Repair work on the timber bridge is now complete, and work is moving to the wing walls. Ramp wall construction at Piedmont Avenue will be complete in April. Tree planting along the already paved portion of the trail is complete, with grass and shrubs to follow this spring. A final GDOT permit has been received, allowing all work along the Buford-Spring Connector bridge crossing to move forward. This construction work is currently scheduled to be completed in the fall of 2023, with final landscaping to follow in late 2023 and early 2024.
  • Northeast Trail – Segment 3: A Preliminary Field Plan Review (for 60% design drawings) took place this month. ABI is coordinating engineering reviews required for a bridge crossing over the CSX railroad. ABI has also coordinated with the Department of Watershed Management and the Brookwood Hills neighborhood regarding the Brookwood Hills Conservation Easement that the mainline trail will be passing through. Investigative work to identify the location of a sewer main line will be in progress soon, as well as geotechnical related boring work for future bridge structures.

Eastside Trail

  • Ponce de Leon Avenue Streetscapes: The Ponce streetscape project will provide an improved pedestrian and bicycle connection along Ponce to the BeltLine running from Boulevard to Freedom Parkway. JHC, the project contractor, is moving west on the north side of Ponce from Freedom Parkway. This is an 18-month schedule, and the contractor is approximately 30% complete with the work. Work is expected to be completed in the second quarter of 2024. Weather delays (rain) have added about 60 days to the project schedule duration. Updates are posted at www.beltline.org/ponce.
  • Reynoldstown Community Space: Construction is beginning soon on the community space in Reynoldstown on the Eastside Trail, just north of Memorial Drive and projected to be complete by June. Envisioned as a long-term cultural landmark and community amenity, the space will feature monumental sculptural forms that serve as both public art and seating and as a component of the performance venue when activated. Southside Trail

  • Southside Trail – Segments 2 – 3: The construction of Segments 2 and 3 is on track to bid for construction in September 2023, contingent upon federal review and release. This segment is tied to federal dollars and the federal construction process.  Fiber relocation work will begin this summer, to move telecommunication lines out of the way of construction activities.
  • Southside Trail – Segments 4 – 5: A groundbreaking ceremony took place on March 13! Reeves Young Construction has been released to develop shop drawings and material orders to get ready for mobilization. Fiber relocation work is wrapping up, and the final bore under United Avenue to relocate the fiber is now complete.  Remaining work involves pulling new fiber cables, and moving communications traffic over to the new fiber. The fiber relocation work is expected to be complete by the end of April or early May. At that time, Reeves Young will mobilize to the site and construction activities to complete the trail will begin. We will keep our community members informed as soon as we have a confirmed timeline.

Westside Trail

  • Westside Trail – Segment 4: A groundbreaking ceremony took place March 22 with Mayor Dickens, elected officials, community members, and the Atlanta BeltLine team. This last major, 1.3-mile section of the Westside Trail is now under construction, and the unpaved trails by Washington Park are closed. This segment begins at the current Westside Trail terminus near Lena Street and Washington Park and extends north to Law Street where the trail ties into the Westside BeltLine Connector and the completed Westside Trail – Segment 3. This project is a complicated design that includes elevated structures and bridges, and we expect it to be complete in summer of 2025.

  • Ralph David Abernathy Access Point (at Westview) This project will provide a new access point to the Westside Trail, with a new protected crossing across Ralph David Abernathy and a ramp and stair connection to the BeltLine. A landscaped plaza is also part of the design. The GDOT permits have been received and ABI is planning to bid this work for construction in late March, with a bid award in May.
  • Ralph David Abernathy Complete Streets: This is a streetscape improvement project in the heart of the business district.  The project is approximately 800’ in length and includes parking protected bicycle lanes. The GDOT permits have been received and ABI is planning to bid this work for construction in June with a bid award in August.
  • A community meeting took place on March 23 that covered both the access point and complete streets. View the meeting and download the presentation.

Northwest Trail

  • Northwest Trail – Segment 1: This section of trail is 0.8 miles in length, beginning at the western edge of Peachtree Parks Apartments and running south along Peachtree Creek. Design is 30% complete, with 60% design expected by this summer.
  • Northwest Trail – Segment 2: This segment begins at the corner of Bobby Jones Golf Course and travels east along Colonial Hills Circle for 0.7 miles. Survey and other fieldwork is in progress and is expected to be complete by the end of March, with 30% drawings expected to be complete by the summer.
  • Northwest Trail – Segment 3: This section of trail begins at Trabert Ave near Monday Night Brewing’s parking lot and ends after crossing under I-75 at Tanyard Creek, for a total length of 1.2 miles. Design drawings are expected to be 30% complete by the end of May.
  • Northwest Trail – Segment 4: This 0.9-mile-long trail begins at English and Culpepper and ends at the parking lot of Monday Night Brewery at Trabert. Survey and field work is complete on Segment 4, and early design work is in progress, with 30% drawings expected in fall of this year.
  • Northwest Trail – Segment 5: This trail section begins at the intersection of Marietta Blvd and Huff Rd, traveling to Ellsworth Industrial and English Street for a total of 0.7 miles. Design is 90% complete, with final 100% drawings expected in April. Real estate work is currently underway and the targeted construction start is on schedule for fall of this year.

Northside Trail

  • CSX replaced the elevated railroad bridge and trestle that runs between Tanyard Creek Park and Ardmore Park and over the Atlanta BeltLine Northside Trail. Our Atlanta BeltLine team recently met with CSX executive leadership to discuss future BeltLine projects that may interface with CSX rail lines. During that conversation, we briefed CSX on the desire to address this crossing as a future project. If design and construction funding is identified for this project, an engineer will be hired to design solutions to improve trail conditions where the trail crosses under the CSX line.  At that time, we would work with engineers and CSX to address the rip rap (boulders) recently installed adjacent to the trail, and to address erosion issues caused by the creek along the trail. We are currently in the process of engaging with community around the update of our Strategic Implementation Plan. This is our comprehensive strategic work plan that provides an overarching execution strategy for the balance of priorities in the Atlanta BeltLine program. The plan update charts the budget and course for completion of the BeltLine program, including trails, transit preparedness, parks, affordable housing, economic development, and more by the sunset of the BeltLine Tax Allocation District (TAD) in 2030.
